My windows screen is black one my login sign in thing is showcased but the cursor is on and the key lights are on

My windows screen will turn black after my login in sign in thing comes on and then my screen turns black and then it will come on with the apps and everything but my task bar at the bottom does not come on so I can’t even look at the time or do anything
