No warning before being stuck in "getting windows ready" "don't turn off your computer"

I restarted the laptop in hopes of curing a new problem with Outlook's connection to Gmail (for just one of 4 accounts). I saw no notification of updates, so I didn't expect to get stuck with the blue screen with the message "Getting Windows ready <Newline> Don't turn off your computer".It has been half an hour. If I was on vacation and had unlimited time, that would be find, but this was unplanned and amounts to hijacking my computer when I have time-sensitive commitments.Why would I get sent to this perpetual blue screen when there was no notification of updates?
