My surface laptop model 1769 will not turn on.

When trying to turn on my Surface pro Laptop model #1769 not sure if this is a 3 or 4 the windows logo flashes on and off with black screen. I have already tried the volume/power key and it doesn't help. Any idea what could be wrong?
