party volume very low then goes back up not to do with volume sliders on pc

sometimes when I join a party the sound just for the people not the game is verry low the party invites are still loud, I've tried to repair the Xbox app data checked both mixers I have their volume at max and I still can barely hear them. anyone ever had this problem
