Activation key bought from Microsoft, says its already in use.

I bought an activation key for Windows 10 from Microsoft. Upon trying to activate it, it says it’s already in use. I put in a request to speak to a live agent, received a phone call from a computer that proceeded to put me on hold for a hour and a half. Without some kind of resolution, imma call this what it is, it’s theft. Unless I can speak to a real person to resolve this, I am disputing this charge with my bank, because I have not received the product I paid for.
