Clean install of Windows 11 without losing any games/files

I have been suffering from 100% usage of my M.2 SSD even if the system is just on idle ( no opened apps/ background apps running) One alternative I am thinking is to clean install the OS but I do not want to lose all my downloaded games and spend hours just to download them all again. I am using 1TB M.2 SSD so I just partition the OS and the games. Is there a was to do clean install without losing all my games and files?
