Windows 10 unable to boot into safe mode, unable to reset PC, unable to run DISM, unable to boot in general

Ever since I got blue screened once I have not been able to do anything to fix my Windows. I have tried to boot into safe mode with and without networking multiple times, because it will not allow me to run DISM /online or sfc /scannow in the recovery mode command prompt, however when I try to boot into it, I get this screen. Alas I decided I might as well just reset my PC, but now it said I do not have enough free space to reset? I have tried what bob omb described, but it says I have no bad files in my boot drive so it doesn't do anything and like I said it doesn't allow me to run sfc /scann
