Disabling "Show animations in Windows" setting no longer works after upgrading to 19045.4780

I've noticed that the "Show animations in Windows" setting (and/or the "Animate controls and elements inside windows" Advanced Performance Setting) no longer control the animation of scroll bars after upgrading to OS Build 19045.4780 (animation is always enabled). This behavior is different from 19045.4170. Is this change intentional or is it a bug or is there now another setting to control animation?-jeff
