Why is my laptop only displaying a plain blue screen with no buttons and no background?

There is no error message being displayed. I have only had this laptop for about a month and this started two weeks ago. I just discovered that when my mouse hovers over one of my tabs the regular screen with buttons pops up. However, I am not able to select this screen or do anything to help it show up. I have recorded a video of this.
