How to fix windows? It worked for 30 years?

Everytime I turn around an icon or file or folder has been diverted to some unknown location. Is there some way to revert to Windows 10,7, XP, or 98se? It's absurd. What is this feature called and how do I turn it off? Please stop. It's horrible and economically taxing.
