My pc wont factory reset

Ive been having this problem where my pc wont reset. It seems that every time i try to reset it all of my files and stuff is still on the pc i’ve been trying everything and nothing is working . Ive been clicked the delete all flies button and everything and still my pc is stuck in this constant loop and i dont know how to get out of it if any one else experience the same issue or a solution that i can try that would be great.
