how may i connect to an iphone 11 hotspot on a windows 10 laptop (22h2 64 bit)

I would like to connect my laptop to my iphone hotspot via the current iphone ios. the windows system is updated, but rejects the hotspot. it will not detect it via a usb cable, and does not seem to via bluetooth. I would like to see if I might get information here. Perhaps somebody has some experience with this.
