My xbox game bar hasn't been working for over a year, It just doesn't want to work

I've tried everything, I've watched countless videos on youtube following guides to restart it like unistalling and reinstalling, repairing and then reseting it through settings, command scripts, It just wont work. Everytime I'm in a game and want to record the record and playback button is just blank and says "There was a problem with background recording. Try again in a little while." Nothing happens after "a little while" its just the same story and it's extremely frustrating.
