Can't run pgm from Downloads

I run Windows 10 Pro on a (very old) Dell laptop. This morning, I down loaded a program to Downloads and tried to run it. I got the following message:I checked out the file and all looks normal to these untrained eyes. What's wrong, and how do I fix it?
