unable to install 2024-08 Cumulative Update for Windows 11 Version 23H2 for x64-based Systems (KB5041585)

Update history shows multiple attempts. When I try and install the download indicator never leaves 0%. Downloaded (KB5041585) update from catalog but when I run it I get "This update is not applicable to your computer" Tried an in place re-install of windows 11 but install failed.
