mouse and keyboard delay to work in startup

when i boot in windows and in lock screen my laptop integrated keyboard and external mouse delay to work sometimes take few and sometime taking about 10 - 20 second after it start working it types all pressed key at once in password section, sometimes keyboard works fine but mouse delays and rarely both of them work fine but every time laptops own trackpad not affected at all , but external mouse seems to be more affected as if keyboard and mouse are separate process affected by same problemwhen mouse start to work i hear connection voice in windows and sometimes mouse RGB is on when it happen
