My bluetooth looks like it's working but it isn't

I have tried everything to installing new drivers shutting everything on and offlooking at bios for anything a missmultiple disableing and uninstalling drivers and hardware from device manager to redo them But I simply cant connect to bluetooth devices At this point is this a hardware issue or something else?
