Can anyone assist me please?

When I start up my laptop before the pin screen there is a pink screen with white circle loading dots. Everytime my pin screen shows up before I can put in the password it goes back to the pink screen. It then flashed between the pink screen and a black screen for a while before the pin screen pops up and the loop continues.
