windows 11 activation without TPM enable

i've bought windows 11, and some cases i have to disable TPM check to make installation work (old pc). can i still make activation?second question, i've installed windows 11 on my server and work well without diabled TPM check. and then i've formated and install hypervisor esxi on the same server. and windows 11 as virtual machine, said can't install because the machine didn't support windows 11. something like that. why that happening? i regardsjohnny
