so i just have this problem and looking for what the causes for this problem and i found it the culprit is razer synapse. i already find it on reddit and the razer forum and razer synapse is the problem. and i already follow all the solution that people tell in the forum reddit and razer like fully uninstall using revo uninstaller, disable notification on razer synapse, and someone tells to press the Win + R key -> type MSCONFIG -> service -> select the option to minimize Microsoft applications -> look for something related to the game that is from the Razer application and disable
