Windows 10 Ethernet connection takes 10-15 minutes to become fully functional

I'm experiencing an issue with my Windows 10 Ethernet connection. The problem occurs on every boot or when reconnecting the Ethernet cable, taking 10-15 minutes for the connection to become fully functional. During that time, there is almost no network traffic (only bytes). I use an Intel NIC (Intel(R) I211). The issue also occurs when enabling a VPN on the system, changing Ethernet cables, or replugging it.
