Can't open photos

I had my photos copied from an old computer to an external hard drive. They are all JPG photos. When I open the folders I can see the photos but when I click on the photos I get a message saying, "The application cannot be started. Try reinstalling the program to fix the problem". I have tried to open the photos on both a Windows 10 and a Windows 11 laptop, and they both say the same thing. I have another older laptop with an old Windows program on it, and they will open on that one. Please help!
