I've had this issue since I got my laptop a few years ago. I've tried multiple times to fix it and I can't remember everything I've tried over the years. I asked my friend who knows more about computers than me and he updated some drivers and did a clean boot to make sure there wasn't any processes interfering. We checked all the network settings and there is no data usage limiter on and I have reset my network settings.
