What will happen if the service endpoint goes down for Entra if my environment is using Entra Password Protection?

I wanted to know more information on Entra Password Protection.Additional Questions:Am I able to crack open the password policy and change it such as the length requirements, characters used, etc?Every time someone changes a password would there be a problem with latency?Would I need to pull out the Group Policy Objects (GPO) after installation?How does this effect Fine-grained password policies and PSO's?If Entra Password Protection is implemented then would it affect only users or would service accounts be subject as well?Thank you for looking into these questions.
