Showing symbols instead of letters/numbers in PDF format, but ifi copy them and/or send them to anyone else they can see them as they are, normal lett

HI,I've got a recurring issue .If i open a PDF file ( i have not made it ) it shows in weird symbols instead of letters and numbers.But if i copy the weird numbers and letter and paste them somewhere else- browser for example- they appear normal again.As well as if I save the file and send it across ,it shows normal on the receivers PC.Example below :- first two lines pasted from picture ADVICE NOTE 161877
