Can I use Skype to connect my PC to a mobile number?

Good day! To be more specific about what I'm asking here, I'm wondering if I can use Skype to connect with a real mobile number. Not a quasi-virtual number, that are well known not to work for most SMS verification purposes, but a *real* mobile number that I'll likely have to purchase a subscription for? If this is, indeed, possible at all, can anyone tell me I will have to invest in any addition hardware? Will I actually *need* access to smart phone or USB modem? Or will the software here be sufficient?
