Notifications not showing up when I have an application open

Discord uses microsofts notification system to show its notifications which works fine usually but whenever i have an application open on my primary monitor (I have two) like roblox, rainbow six siege, or any other thing that uses borderless window or full screen it never shows, is there anyway to fix this?
