Windows Error: 0x80240438 (Can't install language pack)

Hello. could I please get some help regarding my problem. So, my PC's default language is Croatian and I am willing to change it into English (UK), the language pack has been installed, but yet I can't install Basic Input, Handwritting and speech. Whenever I want to install it, it gives me this: 0x80240438
