Very bad ping spikes

Normally my ping is pretty low but since about 3 days ago ive been getting very high ping spikes every 3 minutes (4ms->3000+ms) i have no clue what caused this since it happened randomly i didnt download anything either. ive tried resetting my pc and every video on youtube has not helped me
