In Windows 10, how can I prevent the virtual/touch keyboard type from changing for all current and future users by setting the settings for only one user? My ultimate goal is to prevent all computer users using a keyboard from using system key combinations. Perhaps you will have some other options for solving this problem, but for now I see a possible option is to leave one limited type of keyboard in which there are no system keys other than Ctrl (the standard type that is selected by default)
