What can I do if pc repair was unsuccessful

I installed win 11, and quickly decided to go back to 10. The pc did not restart as expected, so I attempted a pc.repair. it was unsuccessful. I ran diagnostics via Dell, and all assessments passed. How can I get back to my desktop without losing all my programs with a reset?
