Can you please help? How can I set the Microsoft store setting to Kuwait?

I'm trying to buy gamepass in Xbox Microsoft store but the payment page is set automatically to US, which cannot be changed.All of my Microsoft accounts are already set to my region (Kuwait in middle east), so none of them are incorrect. I am not able to figure out where the problem is. I have read several troubleshoot pages and watched video tutorials, but they are not helpful. Can you please help? How can I set the Microsoft store setting to Kuwait?thanks
