Microsoft is clamping down on what applications you can download and install on Windows 11 24H2 is this true?

I recently read this statement somewhere "Microsoft is clamping down on what applications you can download and install on Windows 11 24H2." Whenever an ".exe" file is downloaded a notice will show that a "virus is detected." This would prevent us from downloading software (i.e. antivirus and import ways to protect our computer and our identity, if needed) Having this type of restriction would be detrimental to the windows community.
