Cannot download the Xbox App for PC or anything from the Microsoft store. Error code 0x80072F8F

I cannot download the Xbox app for PC and the Microsoft store is not letting me download anything, i can click install on apps but they will not download . I have tried so many troubleshooting options none have worked. My windows is up to date and i did a recovery option to install windows fresh on my PC. The message i receive when attempting to download the Xbox app is, "Looks like something went wrong we weren't able to install the app (0x80072F8F).
