Grainy Screen on windows 11, Mouse and keyboard dont automatically start (cant use) for around 6 minutes.

For the grainy screen, I tried to reinstall and update the graphics card, GPU is 111 Fahrenheit, No new monitor drivers, Updated the operating system. For the mouse and keyboard, I dont know how to fix.
