Mute, Volume + and Volume - button all working to MUTE volume.

My laptop (Lenovo Thinkpad) has the mute, volume + and volume - button all working to MUTE volume. When I press Volume + it mutes it. When I press Volume - it mutes it too. I've tried remapping keys, I've updated all audio and keyboard drivers too. How do I make the Volume +/- actually adjust the volume and not just mute?
