USB bootable Media Creation Tool for Wind 10 Start-Up Boot Loop

Wind 10 stuck in Start-Up boot loop, have created a USB drive with the Windows Media Creation Tool, once booted up and at the "Troubleshooting" screen, once I click on Troubleshooting, the "Install" window comes up, overlapping the "Troubleshooting" screen. Clicking "Repair my PC" does nothing. How do I get rid of the "Install" screen?Thank you in advance.Shana
