My input volume keeps lowering by itself

I put my input volume to somewhere between 90 to 100% normally, however when i play games or go on voice chat my input volume will keep lowering to 75 for 45 and no one can hear me. i tried going into the control panel and turning off the "Allow applications to take exclusive control of this device" to see if it would help but it didnt. I'm not sure what the next steps are, is anyone else having this issue?
