Cannot access laptop with pin

I purchased an HP laptop in May and am currently unable to access it due to a message stating that the "PIN isn't available." I have contacted HP regarding this issue, but they advised it is a problem with Microsoft. Can you please provide support or guidance on how to resolve this?
