My hp laptop won’t open download items I have them in Drive. How can I access them to. My iPhone and were can I store them

Please help I have 2 issues going on I have downloads in my Drive app and it doesn’t let me access the download info it’s saying unauthorized and also some say can’t access Zip driveAlso my hp laptop is not letting me use it anymore because the user name and password were changed and I don’t have access and I don’t have a backup disk If anyone can help me please I tried recovery and it goes back to the same issue
