Bluetooth & windows 10

I have the same problems with Bluetooth dongle , TP link . I've tried just about everything that the wanna be tech gods on here have suggested. Well nothing happens I still have the same problem a Bluetooth dongle that's supposed to be Windows compatible . I tried it with Windows 11 and guess what no change . Any help gratefully accepted , I've tried getting a refund but a certain PC store that sold it are only interested in selling a Google chrome book .
