What can I do if potentially dangerous EXEs won't open anymore?

In the past, some EXEs would give me a SmartScreen display if it might be dangerous. I think it also shows up if the EXE has no publisher or an unverified one. Now, I'm not receiving the message and am forced to turn off app and file checking to open it every time. How can I get this fixed?
