How can I link my phone to computer without phone requirement?

I need to link my phone to computer but my phone was damaged. This way, I could diagnose the problem on my phone from computer, I don't know what to do after showing that phone is needed but it was damaged and it's not working. I've even created new accounts to make it but it's not working
