This happens when I try to install most things. It comes back with a message stating "installer is running." I sometimes can end the install program in task manager and that it will allow me to install this program. But that isn't working right now. I've tried to have windows repair the issue but it comes back stating that there are errors it cannot fix. I have even updated windows with repair. There is nothing running in the background and I have shutdown the system many times, nothing is working. I went into UEFI and turned off secure boot. I don't have outside virus software running.
