I cannot download windows 10 after reset, It gets stuck at "Installing Windows 64%"

It says "Installing windows 64%" and then it turns the PC off and says "Please wait while we install a system update" then it turns off and is now on the startup loading screen, then it says the same over again "Installing windows 64%" And it does that in a loop over and over. Please help me solve this issue.
