Proper Licesning needed to install Windows Server 2022 on a non Hyper-V Hypervisor Cluster.

I am an administrator getting ready to build a new domain on a 3 Host XCP-NG Cluster. I would like clarification on what kind of server license I would need. I will have up to 4 Windows VMs but they will be able to actively migrate across the 3 Hosts. If I get Enterprise License do I get 3 Host Licenses? If I choose standard do I need 3 Hosts with 4 VMs each?Thanks for any guidance. If you need anymore details about the infrastructure please let me know.
