New device, locked out of accounts due to 2FA issues

I had an iPhone, which was damaged, and I had to get a new one. I set up my new iPhone from the last back up from my iCloud, some apps I have 2FA set up and it required me to log in again and put in the 2FA codes. This is when I noticed that my accounts were missing and I no longer had access to authenticate. I have tried multiple times to follow the process of restoring my authenticator from back up, but unfortunately I do not have anything before 10 September 2024, and therefore causing me to be locked out of some of my apps/accounts. How can I recover this so I can get back into my accounts
