Windows server 2003 time is ahead by 1 hour

I have a server 2003 that is 1 hour ahead on the time. I have
changed the time using the gui, I hvae also changed it using net time /
set. I have changed the time zone and set it back. The server always
jumps ahead 1 hour, but it displays it is using Eastern Standard
Time. This started after a reboot last night. The server is in a
Windows 2003 domain. The domain controller time is correct and the
other servers that I have checked are correct. We had a second server
with the same problem, after rebooting the other server was fine. Any
ideas of how to remedy this?

Is that server in the EST time zone and, are all other DC's in that time
zone?

Are you in a time zone where daylight savings is applied at the moment? Or is
it in a Virtual Machine?

Check the timezones on each machine, and specifically if the 'Adjust
automatically for daylight savings time' tick box is selected where is should
(or should not) be.

The time may be jumping because it is syncing with a server (most likely the
PDC) and (it thinks) there is a time zone difference that is being taken into
account.
