Update question - KB5043076 and 23h2

Windows Update to KB5043076 keeps failing at 25% install, install error 0x800703f1. Still on Windows 11 22h2. OS build 22621.2134. Tried troubleshooter several times. Also tried a manual update from Microsoft Update Catalog. No luck, says not installed. Any suggestions? Also, I see that 22h2 is EOL next month and I still do not have an option to update to 23h2. Any suggestions? Thanks, Gene
