Family Safety not managing my child's device

I am unable to manage my child's device on my Family Safety app. I see my child in my family group and I see his current device listed in his Microsoft account but I can't lock his device manually or apply screen time (ie. his device stays running even after bedtime starts or after reaching daily limits allowed) and I don't see any device activity on Family Safety despite him using his device for hours each day. Please advice.
